Mr Cutajar was born in 1958. He studied in Universities both in Malta and the United Kingdom where he graduated in social studies and management. He started his career in the Public Service in 1976 and worked in Government Departments, Ministries, public entities and the private sector.
For a number of years he was also a General Workers’ Union official being elected as Deputy General Secretary until he resigned from the post in 2002. He held top management posts in Heritage Malta and within the private sector.
Mr Cutajar was appointed Cabinet Secretary in March 2013 and also Principal Permanent Secretary in the following month.
Mr Cutajar published a number of books with a history background.
